More Europe?

The so-called European Foreign Ministers Group on the Future of Europe has just released its report. Although the group was launched and chaired by German foreign minister Guido Westerwelle, its report was not entirely a German product. As the Auswaertiges Amt explains, “Alongside Foreign Minister Westerwelle, the Foreign Ministers of Austria, Belgium, Denmark, Italy, Luxembourg, the Netherlands, Poland, Portugal and Spain take part. France’s Foreign Minister was represented by a personal envoy. The Group has met three times since March 2012.”

The document is well worth reading, both because it contains a number of interesting and inevitably-controversial ideas and because its provenance guarantees that it will be taken seriously by decision-makers across Europe. It remains to be seen, however, whether the report’s references to expanding the democratic legitimacy of EU governance will ever be translated into meaningful reforms. I will soon post here my personal views on this last point.
